Vit D and Hair loss: Vitamin D acts more like a hormone in that it goes into our cells DNA making that cell do what it was supposed to do.  This works in all cells including hair cells.  Hope his oversimplified answer helps!

Vit D supplement: Your vitamin d is very low. Suggest supplementation with vitamin d3 of at least 5, 000 iu per day and then have rechecked after 6-8 weeks. Consider also taking biotin for the hair loss. Are you under a lot of stress.

Thyroid: Be sure to check your thyroid, especially if you also have cold intolerance or weight gain.  Multiple sclerosis and hypothyroidism are both autoimmune disorders.

: Topical applications of creams or lotions do not produce blood kevels of the agent that would interfere with the blood content of  anything. Vitamin D deficiency is associated with numerous health problems but I don't recall hair loss as one of them. It is reasonable to assume it might.
