Sclerotherapy!: Indeed if this is something old on your breast and bothers you  cosmetically you should consult a physician who treat veins as myself. These veins can be closed with injections. However if the condition is new just weeks old see a physician to look for possible lumps. Occasionally these vein can harbor a clot in them and cause pain too. It is a self limitting condition called mondor's disease.

Common: Sometimes they seem to appear after breast surgery, such as augmentation. However, they are not uncommon even in someone who has not had this procedure. These are really just normal veins, perhaps more visible because they are close to the surface of the skin and possibly because they might enlarge over time. In my experience, they often respond well to gentle sclerotherapy.

They tend to be more pronounced in fair skinned females and they may be related to hereditary factors or even pregnancies. They tend to increase as women age after 20-30.

Probably not: Blue veins can be seen in fair skinned or thin individuals. This in normal. There are a few relatively rare medical conditions that can cause veins to become engorged or more prominent on the chest. These rare conditions always have other symptoms associated with them and occur on one side, not both. So if it is  
on both breast and no symptoms it is probably 
nothing to worry about.

How God made you!: This is probably just how you were made.  If you are asking bc it is newly visible, that may be due to a number of factors - hydration status, body fat %, skin thickness, etc.  as long as it is not symptomatic, and you do not have any lumps/bumps in your breasts or underarms, nipple drainage or skin changes in the breast, you should be ok to watch it.  If you do have any of those things, be seen!
