See answer: Urethral dilation is an outmoded practice with few indications in women compared to years ago. It was thought to be a cure for recurrent UTI or other urinary symptoms. It is now felt that there is little scientific basis for this. However, some women may have truly narrowed urethras (strictures) and dilation with successively larger instruments can temporarily restore normal caliber.

Yes but: Several decades ago urethral dilatation was frequently used on females for "chronic urethritis"with the theory that it made the Skene's glands(periurethral glands)drain better. This is not done any more. However,if there is a true urethral stricture(even at the meatus,(i.e.only the opening)then yes dilation may have to be done more than once. Urethral stricture: Although there is some evidence to suggest that Saw Palmetto works with benign prostatic hypertrophy, I know of nothing to suggest it helps with strictures. This is a mechanical obstruction that responded best to dilatation.  I would follow the advice of my urologist.

See urologist...: Peeing once daily is not normal. If your urine flow is weak and you feel not emptying well, go to see the doctor who performed cystoscopy and urethral dilation.

It depends...: Dilation is simply stretching the area of the stricture. The others involve somewhat more extensive surgery. The best option varies widely from one case to another; none is always better or worse. The best option often cannot be determined until the procedure is underway. Your urologist can best explain all this.

Expected: Give the trauma from the dilatation at least a week to heal before trying masturbation.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

No, it has no effect: Uretheral strictures are usually caused by inflammation(urethritis). Their main problem is obstruction to the flow of urine.
So you need to remain under the care of a urologist for some years. No risk of Cancer developing due to a stricturt.
