No way to know: Without seeing the rash and doing a full detailed exam, obtaining a history and some lab tests it is impossible to diagnose.  Why would you think of lupus?  There are dozens of potential causes for a rash.  See a doctor.

Rash on face: Could be several things like rosacea, seborrheic dermatitis, even a contact dermatitis to something being used on the face. Scrubbing or vigorous washing of any of these can make them more inflamed and irritated. So first, gentle care with a fragrance-free, soap-free cleanser like cetaphil bar. Any worsening rash should be shown to a dermatologist for a more definitive diagnosis and treatment.

It : It sounds like you have something called perioral dermatitis. This can be a common rash in women, especially this time of year. It tends to wax and wane but usually doesn't go away with out proper treatment. Treatment usually consists of a combination of a topical cream and an oral antibiotic. I recommend a trip to your dermatologist to confirm the diagnosis and to get the proper treatment to make you better. Good luck.
