Home remedies: I do not know of any home remedies for these problems. You can try a good skin cleanser and benzoyl peroxide for the acne and get a nasal steroid for the dark circles under the eyes. The dark circles are the result of allergies   the inflammation in the nose causes a back up of the venous drainage in the nose. This backup causes the dark circles in the eyes. (go bucks). Good luck.

Honestly: At 21 years old, I would recommend trying a good peel first. Microneedling is better for age wrinkles.

More than 1: You may have more than 1 concurrent problem.  See your General Physician or a Dermatologist to review skin lesions.  See your General Dentist or Periodontist to evaluate gums for infection.  Don't expect magic healing, seek professional care.

Most likely: But you cannot survive for long on this diet and thus should consider adding back other foods individually at weekly intervals to find out the actual culprit . I suspect that milk is the most likely culprit and thus should be added at the tailend of the diet.  Consult an allergist if you need any help

Need to examine: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. It would be prudent to see your doctor. What you described suggests infection of hair follicles.

Evaluation: Localized reactions, eczema or an infection should be considered. Avoid irritation to the skin in this area. Gently apply a baby eczema cream by patting it onto the skin without getting it into the eyes, three times daily. Apply a local steroid cream after speaking with your pediatrician. A low dose of a 0.5% Hydrocortisone lotion may be indicated twice daily after speaking with your pediatrician.

Flush out: Little harm is likely.  You should flush out the eye with splashed water and liquid eyedrops if you have them.  The eye can handle this well and by the next day should be normal.  If not, then see your ophthalmologist but this would be very unlikely.

What medicine?: I can only assume your daughter is on Accutane (isotretinoin). The symptoms you describe can be associated with isotretinoin. My suggestion would be to consult with the dermatologist who is prescribing the medicine. It is not harmful to stop the medicine for a time to see if the symptoms go away but i would recommend you consult with your dermatologist first.

Acne: Acne can be treated with various over the counter benzoyl peroxide products and face-washing.  Dark circles under the eyes can be hereditary, but can be improved with a good night's sleep.  Makeup can also be helpful in certain circumstances.
