Stretching: This is a condition where the side of the thighs are tight - constrictive and painful.  Stretching this connective band out is the best way to get pain relief.  Seeing a physical therapist even once or twice may be enough to get you started on a good program towards recovery.

Iliotibial band synd: Treatment includes ice and anti-inflammatory medications. Any activity that requires repeated knee flexion and extension is prohibited. During treatment, the patient may swim to maintain cardiovascular fitness. If visible swelling or pain with ambulation persists for more than three days, try a steroid injection. Difficult: This is a tough one.  Itb symptoms can be very difficult to treat and often times persistent pt and time are the best answer.  Topical nsaids such as voltaren gel or Flector Patch (diclofenac) may help.  Consider massage therapy.  Tens units (electrical stimulation) sometimes helps.  Lastly, local steroid injections are an option as well.

IT band tear: It would depend on the severity of the tear but in most cases this is treated conservatively with physical therapy.

Inflamed lat. hip: It is an inflammation of a sac(bursae) that is normally present to lubricate the motion between the muscles on the outside(lateral) area of your hip  and the underlying prominent bone(trochanter). Treated with stretching exercises of the muscles, steroid injections. Rarely does it require surgery . Iliotibial band release has been used for relief as well as excision of the bursa.

if i foam roll my iliotibial band and it hurts to roll does that mean it was inflammed? or it normal to hurt

Depends: Foam rolls work great to provide a deep massage and it also forces you to stretch your muscles.  Nonetheless, it tends to ache a bit after use that then resolves.  The presence of inflammation is usually noted by pain before starting the exercise or foam roll plan.
