See a doctor: Symptoms of neck pain  with a "shooting" characteristic can be related to anything from a pulled muscle of the neck to a pinched nerve.  It may be useful to follow up with your doctor if symptoms do not seem to be improving in a few days or if they worsen in severity.  Over the counter pain relievers, heat/cold therapy, and gentle stretching may help relieve the pain prior to a visit.

Eczema??: Eczema is dry skin and most common locations are in flexor areas of elbows and flexor areas behind both kness. It is invariably bilaterally symmetrical. Try not to use much soap (It dries the skin) and after bathing use moisturizers on dry areas. If that's not sufficient then topical steroids can be used.

Isotretinoin: You could do bleach bath 2 to 3 times a week-1/2 cup in full tub of water-soak for 10 minutes each time. Wash area with hibiclens soap daily. Isotretinoin might help. See your dermatologist.

Nerve pain: The most common nerve issue is meralgia paresthetica, and may respond to loose clothing, or nerve pain suppressant drugs or even a Lidoderm parch locally.  However, could be due to hip problem, pinched nerve in back.  Physical therapy might help, maybe even an injection locally.  First, get firm diagnosis, then decide on treatment.

Boils: These are, more often that not, due to staph aureus infection, and you should be seen by a doctor, have one of these opened and cultured.
The important factor is to determine whether or not this is mrsa, and if so this will influence the choice of antibiotic. You might also need to attempt nasopharyngeal and skin colonization. Good luck.

Find cause of damage: Many ways to damage a nerve. If due to compression, decompress via surgery a la carpal tunnel release. If due to hyperglycemia, get diabetes under control. If due to inadequate B12, take supplement. If unknown, try epilepsy meds such as gabapentin &amp; pregabalin or perhaps antidepressants like amtitriptyline &amp; nortriptyline. Bottom line, go see your Family Doc for complete evaluation.

Exercise : The only real effective way to address cellulite is exercise. Usually a weight strengthening routine as it changes body composition from more fat to more muscle.
