i have pulsatile tinnitus in right ear.  i have been told there is no disease in carotid  artery but the blood vessels are tortuous. can i be cured ?

Know the cause first: Before you can be treated (or attempted to be "cured"), you need to figure out the cause of the tinnitus. Many possibilities include hypertension, medications, infection, Meniere's, etc. See your physician for a complete evaluation. Many things: Red eyes can be from inflammation from chronic allergies, dry eye syndrome, blepharitis (minor infection of the eyelid margin), meibomianitis (blocked ducts on eyelid margin. In addition,  you may have inflammation on the top of the eye, episcleritis or scleritis or in the front to the eye, irtis. You need the right diagnosis to get the treatment to get rid of red eyes. You need eye exam.

Not normal: Engorged blood vessels in one or both eyes is concerning.  It may represent a tumor behind the eye compressing blood vessels, glaucoma, thyroid eye disease or blood vessel disease.  This is something that should be checked out right away by your ophthalmologist.

eyedoc say blood vessels in eye constrict/unconstrict causing me to see colors, and sometimes hallucenations what could cause this? where do i go?

Could be a migraine : I would definitely ask your eye doctor since they have already examined you but, given your age, it sounds like it may be an ocular migraine. Sometimes these migraines give strange visual phenomena (dark spots in vision, zig zag flashing lights) and are not necessarily associated with a migraine type headache.  Though they seem scary, they are actually benign.

when do i need to see a doctor for broken blood vessels in eye?  i had this happen a month ago and today it happened again.  i saw dr. last time and he said it would go away on its own and it did.

Don't worry: There are a variety of patterns of the superficial blood vessels over the whites of the eyes.  Some are thin, some thick, some straight and some wavy.  You have probably observed a normal pattern for you and certainly if there was a problem the eye exam you had 6 months ago would have detected a problem.
