Fungus vs allergy.: What you are describing could be a couple of different things--fungal infection vs. Allergic contact dermatitis vs irritant contact dermatitis. In the short term, soak the foot in plain warm water x 5-10 min and then apply plain vaseline for hydration. Apply nothing else (no neosporin or calamine lotion, etc). See a dermatologist for treatment.

: It could be a fugal infection or non specific dermatitis. Clean area with soap and water and apply corticosporin cream /ointment. If not better in a7-10 days you will have to be seen by a Urologist. good luck

Maybe: This could be mrsa. It might not be.  As long as you've got no fever, there's no penetrating trauma, it's not expanding, and it's not very painful, it is reasonable to see what it does over the next couple of days. Warm epsom salt water soaks, dial soap and water scrubs, and maybe some topical antibiotic ointment would be my home treatment  if the above criteria are met.

Foot fungus: You most likely have a fungal infection called Athletes foot or tinea pedis.  Get some Lamisil (terbinafine) or Lotrimin cream OTC and use it twice daily.  Expose your feet to the air by wearing flip flops or sandals.  Soak the feet in white vinegar or Epsom salts daily.  If it doesn't improve or you see red streaks going up your leg see a doctor immediately.

If your dad is mentally incompetent , fragile , then family ( health proxy ) should decide with the advise from medical team. Cracks: May be what's called angular chelitis (google it).  your hormonal swings may facilitate the problem.  Try taking once daily B-complex vitamins for two months and see if that helps.  If not, talk to your Gynecologist about hormone levels.
