Eczema: But it could also be dry skin especially during the winter months. Need to lotion up with any moisturizing cream or lotion, you may also need prescription  strength steroids depending on the severity.

Eczema: Those areas are the common place of eczema in children. You can try over the counter Hydrocortisone cream a few times a day. Use a lot of moisturizer and visit a local physician if it does not go away.

Dry skin?: First try applying a moisturizer all over your body within 3 minutes after bathing and see if this helps. For the rash, topical hydrocortisone for a few days may be helpful.  However if this is a persistent or worsening problem, I would recommend a dermatology consult.

This sounds pretty: difficult especially since you are pregnant. You need to see your health care practitioner and get checked out. You might need a referral to a dermatologist. Oatmeal baths may be the only way to go until after you deliver.

Doubtful.: A rash probably is not a blood vessel unless you have a group of spider veins in that area which would give the appearance of spider legs.  Varicose veins would be raised, blue and grape-like in appearance.  A red rash doesn't sound like veins.  You should see a vein specialist for an evaluation.

Sounds like it: could be eczema, a contact rash or a fungal infection. For the first 2, the treatment would be a cortisone cream and for the third an anti-fungal cream. If he is otherwise well, you could try these over-the-counter and if not better, or worsening or appears ill in any way, I would recommend seeing his pediatrician.
