Red vesicular rash: 18 year old with painful burning vesicles on arm. Get a full medical history and in person physical exam ASAP. You can try a consult in your area as well. If the rash is itchy (pruritic) and painful you need to give more history. The differential is large and it could be anything from zoster to contact dermatitis to chiggers or a reaction to insect bites, bedbugs, or scabies. A picture=1k words.

my son recently got a tattoo and now has small red bumps that iych just on his one arm? could he be alletgic to the ink

Mgt workup: It is possible that he has reacted to the ink, or that there is a developing infection.
I suggest applying Neosporin to the area, keeping it clean and dry. If the reaction worsens, a follow up is recommended.

i'm waking up with random itchy red bumps on areas of my body. sometimes my stomach, sometimes my legs or arms, i had one on my face the other morning. sometimes they're very small and sometimes larger and more irritating. 
not bed bugs, i checked?

: "Itchy red bumps" can be what is called a "delayed hypersensitivity" reaction to exposure to detergents, even if you have used the same detergent for years.  The areas affected tend to be those of direct contact on bedclothes, and contact is often dependent on areas of perspiration during sleep. "Tide" detergent is a common cause. Try Ivory Snow, or increase rinse cycle on washing machine.

Dermatitis: Sounds like dermatitis to me as well, and thinking of laundry or personal care products is smart. May have become allergic to things that he was not prior, or maybe something you are not thinking about.  Be suspicious of any  new medications as well. Consider using hypoallergenic soaps and a topical Hydrocortisone cream and if persists seek some help from a derm.
