Angiomas?: Hard to say without seeing them, but i suspect that they are cherry angiomas, which are like moles except that they are made of small blood vessels. They are harmless - if that is indeed what they are. You really should have a dermatologist look at them in person, so that you'll know for certain what they are.

Probably Shingles: You have not mentioned the duration and the description of the skin rash. However the commonest cause of moderate to severe pain in the chest wall followed by blister like rashes is seen in shingles (herpes zoster). This condition should be aggressively treated with antiviral meds. Otherwise there is a high risk of chronic pain that can last for over a year! please see your physician asap.

Petechiae: Petechiae are reddish spots that appear when intradermal blood vessels break and bleed into the skin.  The can appear because of crying, coughing, vomiting, childbirth.  They can also appear because of use of medications like aspirin, carbamazepine, viral infections or some chronic medical conditions.  If the Petechiae persist or worsen then you should see your doctor.

Red Spots - causes.: There are multiple causes of red spots (telangiectasia) of the skin including aging, genetics, sun exposure, hormones and medications.  Sometimes no reason can be found.  An easy treatment for these (excluding the eyes) is either a topical laser or fine needle radio frequency.  They do recur over time.

Below: Difficult to give DX from the history, but I would suggest trying some warm, moist packs to the area 3-4 times per day, about 15 min each time.
If further concerns or new symptoms, then exam is needed
