Probably not: What you are describing are irritated nerves most likely due to muscle spasms.  You need to see your doctor for an examination to fully explain your symptoms.

Usually starts lower: Small fiber neuropathy usually starts in the feet. The exception is a patient with Fabry's disease where diffuse neuropathy usually occurs.  The symptoms include abnormal sensation, unpleasant sensation and deceased sensitivity to pain.  This can lead decreased recognition of wounds or injury.

i get this crawling/tingling feeling on the right side of my scalp and near my right eyebrow, it comes and goes throughout the day, started a few years ago when i had lice. had blood work, ct scan everything normal but i do have bad anxiety?

: It is not feasible to provide an opinion without additional history, physical examination may be some tests. It would be prudent to see your doctor to see if you may be depressed. Depression is treatable. Counter-intuitive as it may seem, exercise may help. Start with low intensity exercise such as walking and gradually increase the intensity as tolerated. Drink more water. Pin prick/tingling sensations generally indicate involvement of small-fiber sensory nerves.These symptoms require a careful work-up with detailed history, physical and testing. Paresthesias: May be indicative of nerve irritability associated with re-innervation and peripheral sprouting, but could instead merely be a transient event associated with new nerve fibre sensitivity.   Either way, no cause for alarm, as most likely associated with resolution of your problem, .
