Usually 6 weeks: Avulsion fractures usually take about 6 weeks to stop hurting. Wearing a cast ora brace can make it more comfortable while healing. Often the pain stops before the x-ray shows it has healed / sometimes it does not heal on the xray but has no pain . Sometime it continues to hurt and may require surgery to get better.

Shin splints: Shin splints can occur in this area.  If you were to draw a line from you tibial tuberosity to the proximal head of the fibula, just below the halfway point begins the large dorsiflexors ( extensors) of the foot. These are prone to shin splints.

i just had surgery to fix my tibial avulsion fracture. i cant do pt for 5 weeks (12 weeks total since break). how do i minimize the atrophy in my leg?

This is difficult: There aren't too many exercises you can do to avoid atrophy after surgery especially if you are limited in your activities (ie weight bearing vs non-weight bearing).  The type of cast or splint you are in and type of surgery may also limit the activities you can do.  If it is ok to do quad sets or straight leg raises with the splint or cast on, this can help prevent atrophy of the quadriceps.

Usually healed @18mo: I am sure you are concerned. Bone grafts go thru phases on x-ray. The graft is dead by nature and acts as a scffolding for your own bone to grow on and the graft is absorbed, so it may look at some point like its gone. A ct scan can be helkpful to determine if there is any fusion taking place. Follow recomendations of your doc who knows best what was done.

Depends on routine: Typically a patient with this type of injury can get back on an exercise bicycle with light resistance at 4-6 weeks.
High impact activity like running is usually reserved for 3 months after injury with a supportive brace

When a thick liga-: Ment or a tendon gets pulled off a bone, it usually tears, but at times it pulls a piece of bone with it ( avulsion). The asis (anterior superior iliac spine) is located about 2 inches above the outer end of the groin crease, where the flexor muscle tendons are attached. Seen in jumpers. 
They generally heal well.
