Could be several thi: It doesn't have to be itchy to be athlete's foot. See a local podiatrist for the right diagnosis as they can biopsy it, but also can sometimes tell what it is from an exam.

More than dry skin: Such accumulation of dry skin may be an eczematous process.   We must consider that the skin in this area is inflamed  and turning over at a rapid rate.   Things that can cause this include psoriasis, irritation, athlete's foot etc.  If the peeling skin is near the nail, than it is related to an infection of this area.

Might be a callous: Often caused by biomechanical issues. However, since I can't see it, it's merely a guess and I would have to refer you to an in person exam.

Atheltes foot: Tinea pedis, try lotrimin (clotrimazole) cream.

I would apply : A topical over the counter hydrocortisone cream three times a day and see if this gets better. It sounds like a dermatitis. Many times over the counter may not be strong enough but its worth a shot before seeing a doctor.

Likely: It is probably fungal ( athlete's foot ). Sometimes there is also bacterial infection. Use some OTC creams and keep toe webs and feet dry.
