Not the first time: A college-aged person would not be having his first episode of swollen neck lymph nodes. The neck nodes in the front of the neck swell up with a variety of common childhood illnesses, so normal children get swollen nodes off and on. By adulthood, strep throat is likely the most common cause. Mono (mononucleosis) and other infections cause it too. One's primary care doctor can take a close look.

Should be able to: Feel under your chin and move down the front of your neck. The next hard structure will be the hyoid which lies horizontally across the front, center of the neck.
