No: It is always best to use fresh food, or frozen. Canned foods are ok for emergencies, but should not be regularly used. Many cans contain bpa in the liner, and are not good for you.

Often the major: issue with expired food is that it loses it's food/ nutrition value. Don't know what kind of food it was - so don't know if there would be any toxic effects.

A few hours: Once you have opened up a container and touched the inside, even with a spoon, the contents are then contaminated with bacteria. Depending on the conditions, toxins can be elicited within even a few hours. Certainly this answer is affected by how extreme the environmental conditions are and what the actual contents are, but if possible it is best to err on the side of safety. Good luck.

No: Covid has not been associated with frozen food. Also heating the dish on a stove would raise the temperature to levels that would be inhospitable for the virus.  I do not have any suspicion that you would be exposed to COVID this way.

Not necessarily: It is more important to ascertain the circumstances of why a human may be eating canned dog food. It is a food fetish? Poverty? Or some other behavioral issue? Food for human consumption is not likely to be more expensive than dog food.
