US, MRI: Ultrasound (US) is excellent for evaluating tendons, including all the issues that you have mentioned. Depending on the tendon, some can be more difficult to evaluate with US than others based on the individual anatomy. For example, a tendon may curve around a bone which makes the exam more difficult. An MRI can provide exquisite information regarding tendons, and are often more specific than US.

i was diagnosed with osgood schlatters disease at 14. i am now 20 and still have pain. currently, i can't run because of pain or if i bend wrong it hurts, or if i step wrong it hurts. i get sharp pain by tendon and right side of bump.what should i do?

Rest, cold, stretch: Osgood Schlatters pain is due to inflammation because of over use, esp running or jumping. Rest, Ice, Stretching, and Ibuprofen can alleviate immediate symptoms. Orthopedic Dr's are a good resource for continuing treatment and physical therapy referrals in this condition.

1/3 up the leg: Achilles tendon merges into your gastro-soleus muscles about 1/3 up the leg from the heel.  MRI is the best diagnostic tool to see inflammatory changes or tears.  Real time Ultrasound examination shows full thickness tears.

Joint pain: Rheumatoid arthritis, reiter's syndrome, lupus, ankylosing spondylitis, among others.

Medications: Some medications such as Levaquin (levofloxacin) will create achilles tendonitis.
You should have it checked.

Not very: An awful lot depends on the age of the child and the accuracy of the diagnosis.  In general I am a big fan of physical therapy in the hands of a good therapists because it can do a great deal of good and minimal or no harm.  My answer would be more definitive if i knew the age range, why you believe the child has short tendons and what symptoms or signs exist.

Rheumatologist : You should see a rheumatologist which is trained in musculoskeletal ultrasound for precise diagnosis and treatment
