The american academy of pediatrics has a number of resources and website links to use, and there are online resources like the mayo clinic  and johns hopkins that publish information. Plus the cdc has a whole section on this.

Occasional cannabis use, as an example is not likely to greatly tax a teen's mental health, but daily use of cannabis, or any other substance, in increasing amounts can be indicative of great emotional pain, and can be life threatening in some cases.

Yes LOTS: Yes there are, and a lot depend on the age of  the teen and the state you live in. In most states the age of consent for mental issues is 14, not 18. That means a teen can refuse to be committed at 14 or older. If you believe them to be a danger to self or others, you can have them evaluated (taken by police to the ed if necessary), but a committal order may be needed to commit them.
