It can, but...: High testosterone can increase anxiety, aggression, sex-drive, etc. But that only happens when you're on supplements, particularly excessive intake such as Anabolic steroids w/athletes. It is unlikely his behavior is due to testosterone or that his testosterone level is elevated if he is not on supplements.

Not the key: Lab reference ranges are set so that several percent of normals fall outside on either end. It may simply be up because he is in love with you. I hope you get your wish to be parents, or if this does not, that you will find a way to care for other children in your community together

Ovarian suppression: Testosterone in females usually comes from the ovaries.  As you take a birth control pill it turns off your ovaries, thereby also turning off the production of testosterone.

No: No it is not true. I doubt you have low testosterone based on you solely having a small penis. Your small penis may be due to your genetics. If you have other symptoms of low testosterone go your physician to have your testosterone levels checked.

Pituitary : Your symptoms and lab results are consistent with pituitary dysfunction. The most common cause of this is a pituitary tumor which are present in some form in as many as 25% of the population.  You should see an endocrine doctor for additional blood work and an MRI of the brain.

Exercise!: Exercise leading to fat loss is best way to increase testosterone & lower estrogen. Fat contains aromatase enzyme that converts testosterone into estradiol. So fat loss means less testosterone is converted into estrogen, thereby improving your t:e ratio. And exercise is best way to do so naturally. Of course, eating right goes a long ways to helping you exercise more & lose fat, too.

Normal Prolactin?: Elevated prolactin inhibits t production.  It also negatively impacts fertility and erections. The pituitary needs imaging.
The prolactin value you list appears to be in the normal range.   If this is post-treatment, then your low testosterone (t) should improve.
As for t replacement, at your young age i would advise against it.  Direct replacement will have a negative impact on your fertility.

EStrogen: Your obesity is the problem not the lack of testosterone.   You have to be honest with yourself and keep a food diary and change your lifestyle completely.  If you are eating more than 1800 calories and if most of your calories are carbohydrates then you will not lose weight and the fat cells will continue to make estrogen.
