Take her to MD: Take your daughter to the Pediatrician(MD)  for evaluation. The most common cause for this issue is insertion of a foreign body into the vagina or sexual assault.

: Can’t be sure but it sounds like a Bartholin’s gland cyst.  Should improve over three or four days with warm compresses. If it does not you may need an antibiotic and have the cyst drained.

: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. It may be an epidermal cyst. If the bump more than doubles in size, ulcerates, becomes painful or other lumps develop, it would be prudent to see a doctor.

These really cuts?: Can you see linear breaks in the skin or are you just feeling tenderness?  This may be herpes.  Or may be other things.  Why don't you see a doctor and get examined?  Otc meds not a substitute for accurate diagnosis.

Evaluating bumps: They are difficult to do without being able to visualize them.  At your age, its unlikely to be anything significant.  However, if it persists, grows, or becomes inflamed, you will need to see your local physician or dermatologist.

Red painful "bumps": What you describe may just be a friction based rash in a normally very sensitive area.  It may also be herpes type two, commonly acquired with sexual contact.  See your healthcare provider to be certain: Tests can be done to explain the cause only when the lesions ("bumps") are present.

Dump the razor: Shaving with a razor can cause tiny cuts that get infected... Get rid of the razor, ask your doc to treat infection if there is one and switch to a beard trimmer
