Depends: It could be contact dermatitis?It could be an allergic reaction to a medication? You could be putting something on your lips that are causing them to swell and form blisters. It could be a herpes outbreak on your lips or infection. I advise you see a doctor for an evaluation.

Ice for one option: If the lip is swollen, ice would help.  10 min. On and 10 min. Off and repeat.  Also there are several over- the-counter medications which could help.  Ask your dentist to recommend specific brands or speak to the pharmacist.

Blister: Hopefully it was gone in 10d-2w.  Most probable cause is Herpes.  You could have contracted the virus at any time since birth.

Blistered lips: How long have you had this condition. One possibility is a herpetic viral infection (cold virus).  This usually is self-limiting and runs it's course in 7-10 days.  
If you have had this for longer than 10 days, you should check with your physician to make sure this is not part of a systemic infection or disease.
