Many possibilities: If it's warm to touch and the redness is spreading it's possible it could be cellulitis (a skin infection).  If this doesn't improve, and certainly if it worsens, you should have this examined by a physician.  If it is cellulitis, you will need to have antibiotics Rx.

Red painful "bumps": What you describe may just be a friction based rash in a normally very sensitive area.  It may also be herpes type two, commonly acquired with sexual contact.  See your healthcare provider to be certain: Tests can be done to explain the cause only when the lesions ("bumps") are present.

Yes: Its well known that the groin nodes, those in the upper inner thigh, respond to various disease processes especially in the thigh, perineal area and buttock region where the pilonidal abscess can arise. These nodes are particularly susceptible to infection and malignancies in  this region, which then travel via the regional lymphatics to the node bearing areas in the groin.

: If the lower legs are not swollen also, it isn't fluid collecting as gravity would send more fluid downward causing calf&amp; ankle swelling too. While males tend to form adipose ( fatty) tissue at the abdomen, females tend to collect it around the hips and thighs. My sense is that you're forming fat collection in your thighs. Some of this may be genetic.

Fat: People store excess weight in different areas. Buttock, stomach, thighs are common locations.  Water weight and dependent edema if your Mom is not moving around a lot. Have your Mom see a doctor for check up and evaluation for medically supervised weight loss.

Possible: Circulation problem  at 77 yeas old ant if you have high blood pressure it could be due to medication too. See vascular surgeon or pcp they will send you for some tests which will tell what cause is.
