No, not at all.: A pregnancy test may be (+) test as early as 7-10 days after the fertile period (mid cycle).  You're still very young.   If you're having sex but don't want to get pregnant, you should consider a very reliable form of contraception such as an IUD or contraceptive implant.  You don't need parental consent to do this, just a phone call to Planned Parenthood or your personal doctor.  Best wishes.

Depends on test: A blood test for HCG, one day after a missed period is nearly 100% accurate. (No test is 100%). A urine test if negative about 10 days after a missed period would be strong indication of lack of pregnancy.

if i take a first response pregnancy test 3 weeks after sex, can i be sure its accurate?

More or less: If you do the test correctly, the results are likely to be accurate if the result is positive. If it is negative, you should repeat the test in 4-5 days. Use first morning urine and follow the instructions for the test carefully.
If you do not wish to be pregnant, use contraception all the time, every time. You may consider implanted contraceptive, or IUD. 
Practice safe sex. 
Get HPV vaccine.

in my pregnancy test it is a vertical blue line but i am not sure as there are no instructions for a vertical line on the information leaflet?

Use a different test: Each home pregnancy test is different so its impossible to know about your specific test.  The best thing to do is buy and use a home pregnancy test brand that isn't so confusing!  Best wishes!

Confused: So, were you pregnant in the first place or not? Not sure what withdrawal bleeding stands for. In pregnancy, there is no withdrawal bleeding. If you are pregnant, the pregnancy test will be +. If you're miscarrying, it can still be positive. If you were pregnant and are bleeding, you need to see a doc asap.

The : The over the counter urine pregnancy tests are identical to those that are offered in a physician's office or hospital.  Blood screening tests available in your physician's office can pick up a pregnancy a day or two earlier.
