No: This probably is tinea versicolor which is a infection caused by a yeast-like organism which lives on the skin.  Sun exposure can active an infectiion which causes bleaching of the skin.

 In future do remember to wear Sun Screen and Avoid 11 to 2 Sun light for prolonged period of time.

R/O TONSILITIS:  You need an exam and throat culture. Blisters tend to be viral ie HSV1 vs HSV2. Other viruses may cause blisters as well. While u are waiting gargle with salt water/VITc 5gm /zing 100mg and lots of ginger tea
