Due to your diabetic condition, I urge you to consult with your doctor or urgent care for assessment as blistered skin in diabetic with poor circulation needs to be treated as seriously as a burn with hot water.

make sure you take an icecube and apply it to the sun burnt area .if it is bad or blistered it needs to have a dressing.
make sure you replace his electrolytes with some think like pedialyte
calamine lotion should help with the soothing
next time use a screen with a high SPF

: Apply Voltaren gel  3x per day if where you are, you can buy. Ice water soaking (bowl of cold water with ice cubes in it) of your feet 20 minute in and 20 minute out with several repeats. Aspirin if you can tolerate, 2 every 4 hours with a little food.
