Sun poisoning: Probably. I suggest that you force fluids as noted:
Force fluids: 8-10 glasses/day:
Electrolyte rich fluids- Gatorade, Powerade, Vitamin Water
Protein rich fluids: broth bullion, consume.

2 degree burn: You have a significant sun burn at least second degree with blistering. Don't pick the blisters apply cool compresses and if things get worse, it becomes even more swollen and tender or puss see your doctor.

Blisters sunburn: You likely have a first degree borderline second degree burn. Blisters will resolve overtime.  Solarcaine is a topical anesthetic that would help you.  Keep this area protected from the sun

Yes: The higher the altitude, the less protection the atmosphere (ozone) provides.  A minimum of SPF 30 sunblock, applied frequently, is necessary to avoid sunburns at high altitudes.

i am 13 days post a laparascopic appendectomy, i have recently noticed that my skin is peeling off. i have not been in the sun, so doubt its sunburn. its mainly on my arms and feet and a few patches on my thighs. should i be worried?

Both : Increase incidence of skin cancer has been noted in these with severe sunburns, and the collective damage from repeated sun exposure increases the chances of skin cancers, wrinkles, and weathered skin changes. Use sun blocking/hydrating products when in sun, eat healthy foods, get adequate  rest, and use skin emollients on a regular basis and don’t smoke.

Natural Process: With injury to our skin, inflammation occurs which means the area becomes red, warm, tender and with swelling. Swelling occurs under the skin layers and causes them to bulge creating a protective fluid cushion called a blister.   As the area heals, the fluid will be resorbed or when no longer needed, the blister opens and it drains.   This should take about a week. Keep them covered and protected.

Cooling moister : Cooling the areas as well as moisturizers such as products with aloe work well. Don't use ice directly on the skin but place it in a bag and wrap in a towel.  Do not break the blisters, once they do on their own keep moist.
