Sometimes it is a sign of asthma (even without a prior diagnosis).  A primary care doctor can order some tests &amp; help arrange evaluation by a pulmonologist (lung specialist).

Infection.: It sounds like you are having a fever and chills, which means you are not getting over your cold, but getting worse!  Get seen and treated, if necessary: you might have pneumonia..  If you are taking over-the-counter meds, they can make you feel bad, too, and are proven to be of little use, and may make you worse, so stop them.

For nasal congestion, nasal saline rinses may be helpful.
