Low: If the squamous cell cancer is truly on the skin of your face, then the risk is low for small lesions.  If the squamous cell cancer is on the lining of your mouth or oral/nasal passages, then the risk of spreading to the lymph nodes is much higher.

In general  early stage t-1 will have minimum chance of metastasis , and curable.( of course need work up and staging ).

Rarely!: I would say the chances of metastases are somewhere between 1% or less. It depends on the degree of differentiation and the size of the primary lesion before it was removed. Poorly differentiated squamous cell carcinomas , if more than 1-2 cm in size have a higher risk for metastases...up to 5% to 10%. I hope this helps. A thorough exam and work-up are essential and warranted including examination of the vulva, vagina, and cervix or penis as well as anorectal areas. Biopsy any suspicious lesion for diagnosis.

Very high: Neglected sqamous cell skin cancer is a very lethal lesion. It rapidly penetrates to deeper layers of skin , spread to regional lymph nodes. Early detection and wide excision will assure  cure if you see a non healing ulcer seek the help of your physician for early diagnosis and cure.
