No, ENT Dr can check: People normally do not have frequent sore throats with the taste of blood. A primary care or an ENT doctor can check for causes. Maybe there is some infection/inflammation in the sinuses that occasionally is oozing some blood. Maybe there is a spot in the throat that is friable (scratches or damages easily such as after swallowing cookies or crackers). Ent doctors can see with a fiber-optic scope.

Blood with ST, cold: It appears you have caught a cold, so treat with fluids and Tylenol for pain, fever. OTC meds for cold as needed, throat lozenges. Also, cold fluids for the broken

If not, see a dentist or physician to evaluate your mouth and tonsils. Research is suggesting that there my be significant health benefits from practicing good oral hygiene.

Yes: yes. Donating blood can make you feel weak though, so if you have some fatigue with your sore throat, I would suggest waiting till you have some more energy.

If it's blood tinged: mucous or a small amount it is often not serious. Severe sore throat with swollen tonsils &amp; lymph nodes may required strep culture or rapid test. Coughing up frank blood may be quite serious.

Hopefully: If this is an acute problem, and you are sick with a cold, cough or the like, then it is not a big deal.  It should go away with time (<7 days). However, if you are coughing up blood for more than a few days and especially if you feel otherwise well, you need to get that checked out asap.  Coughing up blood could be a sign of a serious problem.
