Neither!!: Use a good anti fungal cream. Ie tinactin (tolnaftate). Keep yourfeet dry and open to air as much as you can. Vinegar may encourage growth of fungus and bleach is just bad for your skin.

It might, but DON'T: Unless it is very dilute solution, it might be too strong for the skin.  There are safer ways to address athlete's foot, including Lamisil (terbinafine) at, use of foot powders to absorb moisture.  If these do not work, see a podiatrist for much better options.

No: That is not necessary.  But you should have the shoes disinfected with an antifungal solution or spray.  These are often available at pharmacies or from podiatrist offices.
