For dice!: It sounds like you probably have something called Fordyce spots. These are small, yellow or white bumps that are painless and are found along the border of the mouth within the colored portion of the tissue of the lip. These Fordyce spots are actually normal oil glands. They generally should be left alone, as picking at them can cause scarring, inflammation, or infection.

Impetigo or herpes: Without a photo it's tough to say for sure, but high on the list would be impetigo (yellow crusted), herpes simplex, varicella (chicken pox), contact dermatitis, drug reaction, or other bacterial infection.

Various lesions: There are several types of skins lesions that can present in that area. Classically "flesh" colored, sessile lesions describe verrucae or warts. You could have this biopsied by shave or punch In order to obtain a definitive diagnosis. A facial plastic surgeon or dermatologist could perform this for you.
