Many possibilities: Hives localized to the inner thighs may be due to multiple causes. The area is warm and one thigh can rub against the other. It can be due to cloth or chemicals in pants, just to give a few examples. Wear non-tight pants; when itchy, apply Sarna with pramoxime. Otherwise, keep dry with cornstarch or talc. Take an antihistamine such as fexofenadine or cetirizine. No help - see your physician.

It depends on rash: Small, very itchy bumps on the inner thighs can be various things.  They can include eczema, allergic contact dermatitis, irritant dermatitis, urticaria, candida/yeast infection, psoriasis, fungal infection, scabies, lichen planus, psoriasis, amongst other inflammatory skin disorders.  I'd be happy to evaluate your rash and provide the appropriate treatment.

Eczema: May people have eczema, skin irritation or allergy that does not respond to over the counter medication.  Your description of the rash sounds like this, and the location is probable for eczema.  See your doctor for a stronger cream, and remember to keep treating it till gone, sometimes takes weeks.  If one or two creams does not work, you will need to see a skin specialist for biopsy and treatment.

Many causes: Often we have no idea on the cause for these bumps.  You may try a topical Hydrocortisone ointment or cream on them for a few days. If problem fails to resolve or starts to spread, see your doctor or dermatologist.

These really cuts?: Can you see linear breaks in the skin or are you just feeling tenderness?  This may be herpes.  Or may be other things.  Why don't you see a doctor and get examined?  Otc meds not a substitute for accurate diagnosis.

Take a medication: The rash that you describe can be due to many causes. At this point you can take an otc class b antihistamine such as Cetirizine 10mg and apply an anti-itch cream such as sarna with pramoxime (not benadryl). If no better or worsening, see  you physician.
