Q: can ct w/contrast reliably characterize small (<5mm) hepatic cysts?

Cyst fluid filled: Cysts are fluid filed, typically benign. Solid could be benign (not cancerous) or not. Small are typically benign. Ct may not be able to differentiate small solid abnormalities. Plan depend on other factors-may be monitor over time for stability. Cysts may not get followed.

Q: i have a small cyst in the southern part of my scrotal right where the sac meets the skin. it feels like it is on a vein. any ideas what this could be?

Needs exam: To give a good answer requires an exam. Possibilities include a varix (bulging of a vein), a small lymph node (if firm or fleshy), a cyst (if round and very firm/hard). Most such swellings if they are the only symptom will turn out not to be a serious problem.Get your doctor to examine it if it gets larger, tender, hurts, gets red, or drains pus.

Q: is a 4mm chiari, small cyst in the diploic in left parietal calvarium, and vascalar flow in the basal condylar veins something to be worried about?

Probably not: 4mm of tonsilar herniation is not technically a chiari malformation as the cerebellar tonsils need to protrude more than 5mm to be abnormal. The other findings sound like normal variants found on an mri. If you are having symptoms you should see your doctor.

We start by asking: why was the CT scan done in the first place? What was the doctor looking for in the abdomen/liver? Follow up CT scan is often recommended by radiologist but it is frequently not necessary, but it depends

Portal hypertension is seen in people who have liver disease/cirrhosis which is caused by hepatitis, alcohol abuse, and other processes that damage the liver. The doctor who ordered the test probably explained what they were looking for to you.  Cholelithiasis refers to stones in the gall bladder.  Follow up with your doctor to review the findings and see if your pain is better.
