Doctor can evaluate: A primary care doctor or a dermatologist can evaluate to see what the bumps are, and to start treatment as needed. Bumps are hard to describe in words. Bumps that start itching and enlarge after being scratched may contain some histamine, which gets released from the scratching.

Dry skin?: Apply moisturizer at the area at least 2x daily especially after bathing. Topical hydrocortisone cream for a few days may help.  If problem persists, see dermatologist.

Small bumps: Without a picture , i can only guess that you have molluscum contagiosum. See your dermatologist for diagnosis and treatment.

Elbow rash: Common rashes of the elbow include cellulitis, dermatitis, eczema and psoriasis. You have a recurring rash without itch. You also describe pustules. Cellulitis typically does not come and go neither does psoriasis. Although no itching a contact dermatitis would be most likely.  Could be just skin getting dry. See if moisurizer effects the rash.

Elbow bump: In that area are lymph nodes. I wonder if you have an infection of the arm, forearm or head. An infection often causes redness, swelling, and pain. The best way to evaluate this is with an in-person examination

Elbow Bursitis...: Sounds like Elbow Bursitis, usually due to Inflammation of the Olecranon bursa and structures around it. Can be caused by many things like; Arthritis, Gout, Infection or trauma/injury. At 24 years, these are most likely due to positional trauma, like the way One rests their hand while using the Computer/ doing a Desk job.  Sometimes they can contain fluids which might need drainage with size/pain
