Let it alone: As long as the skin is intact you could just follow it. If it is open i would recommend carefully clearing away the dead skin.

Bump on finger: Warts are common skin lesions on fingers.  However another common lesion that looks like a wart in shape but is red and "blood-blister" looking is a pyogenic granuloma, a small ball of blood vessels that results from minor skin trauma like a pinch or a cut.  Pyogenic granulomas tend to bleed easily and need to be removed and the blood vessels at the base cauterized, otherwise they can recur.

Alien Abduction?: In general,a blister is caused either by thermal injury, extreme cold injury or extreme friction and/or pressure applied intensely and/or for prolonged time period.Blood may or may not accumulate,but is usually from friction.If a blister just pops up out of nowhere you might consider a bizarre"autoimmune"problem(what kind depends on your age,etc)but blood blisters between every digit?You a jogger?

Blisters: Are these true blood blisters or are they ruptured capillaries where the skin is very thin? Aspirin,aleve, corticosteroids increase this tendency.   The photosensitivity May be related to the hepatitis or to some medications.

Warm salt rinses: The blister will need to heal on it's own, but if it is a bit swollen in the area, warm salt water rinses several times a day will help it along.
