White spot: Irritation from teeth as a cause sounds plausible. We see this all the time. Best to determine which tooth/teeth and smooth off. If it's a habit, you need to be conscious of it and try to stop. Generally we like to have these lesions gone in 2-3 weeks. If not, best to see an Oral Surgeon to confirm diagnosis and monitor.

: There may be a sharp corner of a tooth that is causing the repeated injury when your tongue rubs against it.

Dry spot?: I don't see how it could be dry under your tongue. Regardless, whatever it is that you are referring to should be seen by your dentist for an evaluation.

A few things: It could be a blood vessel, a small blood clot, benign blood growth or something else.  Have your pediatrician or pedodontist take a look at it so you will know exactly what it is.

Pigmentation: There are some food or medicines will aid our tongue to change the color on its rough surface by allowing bacteria to leave brown or dark spots pigmentation. Normally, it is just a temporary situation and will improved by better oral hygiene on those rough spots. If there is no improvement after burn spot healed and better oral hygiene, you will need to see an oral surgeon for possible biopsy.

If this spot is under the tongue it could be a varicose vein(the return blood flow is prevented and the vein accumulate blood).
