Swelling & tendernes: Lymph nodes in the neck, when exposed to infection by viruses and bacteria will become reactive due to filtering thes organisms out into the lymp tissue.  Chemicals are release which may cause swelling as well as overgrowth of the virus or bacteria inside the node.  The nods can be under the chin, on the front of the neck and in the back of the neck (referring to the cervical spine)  seek advice?

Bleeding: ..Be it spontaneous irregular spotting or bleeding after sex. Sometimes there can be a watery or mucous discharge but that can result from many other problems. Pain is usually a sign of advanced disease. Regular screening pap smears and hpv vaccination are your two best weapons against this, one for early detection and the other for prevention. Cervical traction can reduce the radiating arm pain. Cortisone injections and nerve blocks can reduce neck and arm pain also. A neck brace reduces range of motion and often increases the pain. The pain should resolve within six weeks. See a neurosurgeon.
