Biotin: Severe biotin deficiency can cause loss of hair. However many other signs of deficiency would be present as well including: dermatitis, atrophic glossitis, hyperesthesia, muscle pain, lassitude, anorexia, and others. Very tiny doses of biotin will correct these deficiencies. Excess biotin will not help hair growth. Biotin toxicity has not been reported in humans despite getting large amounts.

Only crown: Rogaine (minoxidil) is indicated for hair regrowth in the crown area.  It won't start hair growth is areas where  it is not currently  growing like your face.  Give it time the hair will grow on your face and then over time you will get tired of having to shave!

Spironolactone: Spirononolactone reduces the level and effects of androgen in both males and females and,thus, can reduce facial hair growth. It is prescribed for some patients with polycystic ovary syndrome who have unwanted hirsuitism. It is contraindicated in pregnancy and women take oral contraceptives when taking it. It is a diuretic and increases urine output, lowers good pressure, raises  potassium level

Will be visible: The color started reappearing the day after you bleached. Check the base of the hair and you will see the natural color. Depending on the rate of growth of your hair and how long you keep your facial hair the time for full return to original color may take weeks to months.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

Stop using it: The cream might cause you so called "post-inflammatory hyperpigmentation(pih)". Stop it, if you concern about the pigmentation. Pih would go away by itself but don't re-aggravate it.

As it should : Once you stop bleaching agents your skin color should return to your natural coloring.
