likely from your neck.. Consult with a neurologist or spine doctor.

so i've been doing push-ups lately and i've noticed a sharp shock sensation up my arm sometimes. it's very annoying. i am healthy too. what is this??

Strain vs sprain: It's very possible that you strained a muscle and/or ligament OR sprained a ligament by overdoing things or perhaps from poor technique. Use RICE (rest, ice, compression &amp; elevation) for now plus OTC pain relief eg ibuprofen OR naproxen and/or acetaminophen. See your FamilyDoc if no better in a few days to weeks, sooner if numbness/tingling/weakness or redness/swelling.

hurt my arm, it has a pulse feeling or shock feeling sometimes when i move it or use it. might be a pulled nerve or something not sure? should i ice it to feel better?

: Yes, ice the site for now, 10 minutes each time, several times today. You can take Ibuprofen 200 mg x 2 -3  tablets every 6-8 hours as needed with full stomach for a day or two.  If symptoms get worse, see your doctor.

what causes electrical shock sensation in arm?

Nerves: Inflammation, irritation or contact with a nerve will cause an electrical type sensation distal to the contact site.  I occasionally get this in my lateral knee when i run and always in my forearm when I do dips.  It's related to muscle or facial compression of the nerve while exercising.  If you have this sensation frequently or without obvious mechanical compression, discuss it with your doctor.

Nerve issues: This could be related to carpal tunnel syndrome, or irritation to any nerve located in your arm, (median, ulnar, radial) or radicular pain stemming from your neck. That shock is most likely irritation to a nerve, often due to entrapment. This could be at your wrist, elbow, even in your neck. A good physical exam might be able to differentiate what nerve is irritated, or you may need an emg.

Medical evaluation: This type of pain can be caused by several different things, including neck, shoulder, elbow, etc.  You will need to describe the location of the pain and what causes and alleviates it, in combination with a full exam by your physician to help determine what treatment plan is needed.

Rotator cuff: Your quite young for this, but previous injury could lead to impingement of one of the four ligaments in the shoulder, if persist may need mri.

SHOCKING!: Sounds like you sustained a brief exposure to household AC current.  I would not be concerned… Only more careful next time:)
