If it is dark hair then most methods including laser or intense pulse light can reduce and at times permanently prevent further hair growth.  Lighter hair remains tricky as their is no melanin in the hair to uptake the energy for lasers so waxing or vaniqua ( a topical medicine) maybe the safest way.

Laser Hair removal: Lasers can be used to kill the hair follicles.  The lasers only effectively treat darker colored hair (blond hairs don't do well with laser hair treatments).  The treatment will remove all the hairs at the time of treatment but will only permanently remove the hairs which are in their "growth" phase.  This is about 20% of hairs at any time, so usually 4-5 sessions are needed for complete removal.

Never heard of: I've never heard of pills that cause permanent hair removal.  It would be great if they were available, had few/no side effects, and targeted only the 'bad' hairs and not the 'good' ones like your lashes, brows, and the  hair on your head!

There is none: Even laser hair removal performed in the doctor's office cannot claim to be permanent and total.  We counsel our patients that it is permanent "reduction" of the hair.  The devices used in doctors offices are very powerful and capable of causing serious damage.  None are approved for use by the consumer at home and those devices that are have lesser results than those at the doctor's office.
