It sounds like something irritated your skin. That could have been the latex in the condom, a lubricant used, or anything else that touched that area.

Sex after Monistat: In theory you do not have to wait.  Most couples will wait a day or two before having sex to decrease the mess from the leftover monsitat.

: Local applications of those meds into the vagina wouldn't have much absorption into your system.  Actually less than 1% is absorbed. If your vaginal infection is completely cleared vaginal or oral sex wouldn't be dangerous for you or your partner.

Shouldn't make worse: If you are using the 1 day treatment then theoretically the infection should be much better if not gone by tomorrow. Sex with a yeast infection would not harm either you or your partner (unless your partner is female), just may be uncomfortable for you. If it is something other than a yeast infection or you're not sure, then you should be checked and tested for other issues. Good luck!

Messy: The cream stays in the vagina for several days after insertion, so if you try to have intercourse the day after it may not be comfortable. I would wait 3-4 days.

Cool Water: Best thing is to just soak his penis in cool water and the stinging will go away. Monistat will not harm his penis and in fact, might help treat the yeast infection you probably shared ;)
