Puffy eye lid: His puffy eyes could be due irritation from the salt &amp; baking soda, why did use it ? But edema of the eyes could be due to allergies  also &amp; lf associated with swelling of hands, feet or scrotum it is a more urgent  problem . In either case he has to be checked by his doctor  or in ER . Good luck

Physician Recommend?: Did a physician prescribe this 'cleanse"? Did you clear it with the physician providing care for you in person?  We like to defer to the physician in charge when we do not have your history or examination in person.  None of us want to cause you harm.

Foot: Assuming you meant foot and not food, a diabetic foot infection is an emergency situation requiring immediate evaluation and antibiotics. Often, intravenous antibiotics are required. Though I do recommend foot baths for certain conditions, the words "diabetic foot infection" bring up something so much greater than average. Loss of limb or life can occur the condition is untreated.

So the : Water will initially soften the nail and the salt can help kill infection if one is present but at sametime it can also burn.
Best bet is to see foot doctor because you risk further infection playing around with it.

Marketing: Sea salt theoretically is the salt remaining from collected, filtered and dried sea water.  However it would contain a lot of minerals, some objectionable.  So it is probably purified salt with some additives for taste and color.  The prices I have seen for this are astronomical but marketing deserves congratulations for making something so common, a pricey item.

Mostly however, it is salt with additives of flavor and color and is no different from a culinary standpoint as regular salt.
