No: Elevated right ventricular systolic pressure occurs when blood backs up into the lungs in conditions like congestive heart failure or mitral stenosis or where there is damage to the lung from disorders such as copd, pulmonary embolus, or interstitial lung disease.  Constrictive pericarditis keeps blood from entering the right heart by blocking the vena cava causing neck vein distension or ascites.

Left-to-right shunt?: The assessment of right ventricular size by is not highly accurate.  If the right ventricle truly is enlarged (better assessed by mri) the most likely cause is a left-to-right shunt.  "pre-tricuspid" left-to-right shunts cause rv enlargement.  Possibilities include anomalous pulmonary vein connection or atrial septal defect. These are not always evaluated in an adult echo lab.

Accuracy: Echo is not an accurate or reliable test for rv enlargement. If there is a question, you would need an mri.  Often, the absence of associated findings (e.g. Severe  tricuspid regurgitation, elevated pulmonary artery pressure, intra cardiac shunting, changes of RVH on ekg, abnormal pulmonary vessels on chest xray) are enough to make rve unlikely.

This is not normal: but at the same time is not severely abnormal. You need to be evaluated by a cardiologist to determine the nature of your valvular heart disease and mild pulmonary hypertension in order to determine an appropriate treatment to avoid progression.
