Carpal tunnel: Statistically the most common cause by far is carpal tunnel syndrome in which the median nerve is compress as it passes with 8 tendons trough a "tunnel" bounded by a thick ligament and multiple wrist bones. Other causes include bone spurs , nerve compression in neck, elbow, root of the neck, metabolic-nutritional imbalances. If your hand is weak or clumsy see an orthopedist or neurologist.

Hand numbness: If you slept with your hand bent you will have numbness in it that resolves during the day. If this continue happening, you may want to wear a wrist brace to prevent you from bending your wrist at night. Does it happen during the day too?

i had cervical fusion on 6 7 in 09 that didn't fuse. now c2/3 & 4/5 are bulging. in pain, right hand numb. is a rod my only option?

No: You need to find out the reason that you are having arm symptoms.  While you may have bulging discs at multiple levels in the neck, please keep in mind that to some degree, bulging discs are a normal part of aging. Unless the discs are compressing nerves or the spinal cord, may cause no symptoms at all.  Whatever is causing your arm pain would dictate the appropriate treatment.
