Fast, slow or absenc: The normal eye movements are smooth; steady and symmetrical in all directions.   Nystagmus is fast eye movement with or without eye movement.  If the muscle can not move all the way in full motion then it can cause double vision (diplopia).  It is called strabismus or lazy eye.

Strabismus?: The situation  may not be answered easily with radiologic scanning, lab tests, etcetera.  The case you present may be easily explained at the opthalmologist's  office.   Strabismus is a very treatable  eye movement disorder, but requires a thorough exam to rule out tumor, amblyopia,  and optic nerve problems. Lease let me know what the diagnosis is/was, this could be life saving !

Need to examine: It is not feasible to provide a meaningful opinion without taking additional history, physical examination and may be some tests. It would be prudent to see your doctor, or preferably a neurologist.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

Oculogyric crisis: You are having recurrent episodes of oculogyric crisis. These can be broken with IV benedryl or valium. They are usually caused as a drug side effect, but can also be due to MS, juvenile Parkinson's, strokes, Tourette's, head trauma and brain brain tumors among others causes. ER docs can treat the acute symptoms, but you need to see a family doctor or neurologist ASAP for a workup.

Yes: A serious sinus infection that breaks through the sinus wall (particularly the ethmoid sinus) can result in a serious orbital infection, which not only can affect eye movement, but also may result in blindness. A nose infection or rhinitis or a cold does not affect eye movement, as it is not invading the eye socket.
