Details: It is hard enough to diagnose a skin condition even with an exam, it is impossible to provide a guess when there is so little information. We need to know the duration, the appearance, the character (itching , burning etc) of the rash. We also need to know what kind of medications or supplements you are on.  Can you provide us with these info.?

Folliculitis?: A common cause of raised bumpy red irritated rash is folliculitis - may be made worse by prolonged exposure to moist clothes. You may want to see a doctor (or do a virtual consult with good pictures of the rash) to get a diagnosis for what is causing your rash.

See dermatologist: If these issues have been present for more than 3 or 4 days and are not improving, you need to consult your doctor (preferably a dermatologist).  If you are getting better, you may wait a few more days and observe how things go. I am concerned over the neck pain  however.

Dermatologist: A physician or dermatologist would have to inspect your back in order to make a diagnosis. A common cause of this type of rash is a chronic fungus infection called tinea versicola which,if present, requires specific treatment with an antifungal cream.

Options: You might be reacting to the sheets you are sleeping on. You also might have blocked sweat glands which become inflamed. Changing detergents might help

Contact allergy: You may be allergic to something in your bra and the metal in the bra hook. You may try a different make of bra and one with a plastic hook. Wash the bra thoroughly before use. See that your bra is not too tight.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.
