Hard to say: without more information or a picture.  Could it be eczema? fungus?  infection? dermatitis? Will have to a practitioner look at it

Keratosis pilaris: More often seen in children but also possible in adults, hair follicles can respond to chronic inflammation from conditions like eczema by producing excess keratin.  This produces a white, rough substance over each follicle that improves with treatment of the underlying irritation.  In some situations, salicylic acid-based scrubs are helpful as well.

This is one possible explanation.

Go to see GP: You need to see your gp to get checked. Sounds like it could be enlargement of the lymph nodes on the groin that you described on your question. It could be caused by infection, inflammation, trauma etc from the adjacent area like  on the legs, genitalia area etc vs other things like autoimmune  etc. Go to see your gp for further eval.

Rash: If the rash developed after you switched detergents it could be allergy. If it was prior then will need a picture to start to evaluate.

Need to see MD: You need to see a GYN MD as you may have an infection.(STD). The condom only covers the "business end" of the penis, but STD's can be transmitted from scrotal contact with you.

Not STD, little risk: Everybody has anal itching (Latin pruritus ani) from time to time; probably this has nothing to do with the sexual exposure. No STD causes &quot;red spots&quot; of the thigh or anywhere else, especialy without direct contact. Oral sex and analingus (oral-anal) are safe sex, with zero to low risk for all STDs. See MD if symptoms continue or concerned, but STD is unlikely if no other symptoms within 2 weeks.

Skin: Consider common condition called atopic dermatitis or eczema. W/o seeing skin can't tell. Consult physician but in meantime use good moisturizer, non prescrition and safe- cerave cream available at most pharmacies. Dermatologist recommended. Use twice day.
