Yes, but...: Most people have caught herpes cold sore viruses by adulthood, and get a cold sore once in a while. They heal up, and the discoloration disappears in a couple of months. However, some people are prone to post-inflammatory skin changes, and get discoloration that stays for a long time... but should fade in 1-2 years of "no new inflammation." One's primary care or a skin doctor can explain more.

What makes red spots: Could be an area of trauma, like biting, or an early form of oral cancer.  Red spots are a particular concern.  If its directly related to a spot you are always biting then its likely a chronic inflammation area and may stay red as long as reinjury occurs.  To be safe, have it checked periodically by a physician or dentist.
