See Your Doctor: It could be several things, from infections to various skin conditions.  Most can easily be treated.  As long as you have a rash and peeling skin, it disrupts the protective barrier the skin provides from other infections and leaves you more susceptible to picking up infections (like stds and hiv).

May be HPV: You may have condyloma acuminata, a viral wart, sexually transmitted, caused by the HPV  ( human papilloma virus ). You and all sexual partners must be examined and tested for all STD exposure-ASAP.

A few possibilities: It could be an insect bite or just an irritation from his clothing rubbing against his penis. Another possibility is that some smegma (skin cells and oil) built up under the edge of the foreskin (if he is circumcised) and caused some irritation. Keep it clean. Apply a triple-antibiotic ointment. See your doctor if it isn't better in a few days.

A picture is worth : A thousand words. Are you diabetic? Balanitis, glans penis redness and ooze, ? Pimple, may be yeast, fungus or bacteria. You need to go to pcp, urgent care- not er.  May be treated, may be cultured. May have other work up.  Can't do this by phone or internet.

Possibly: Though it sounds like a superficial skin infection called balanitis.  Have him seen by his physician, and most antibiotics will clear it up.

Without an exam?: I am sorry but the word dots is not in any way descriptive enough to answer you with any medical validity. Usually skin problems need to be seen to diagnose.

It May Be Normal: It is hard to be sure without an exam, but it may be normal.  It may be an area of increased vascular/blood vessels.  If it is not sore, you have no other symptoms, and it stays the same (does not change, get bigger, ulcerate, etc.), you may be able to just watch it.  It may disappear on it's own.  If you start getting other symptoms or it changes in size, color, shape, etc., get it checked.

Doctor can evaluate: Rashes and spots are hard to describe and visualize in words. A primary care doctor or a urologist can check glans (penis head) rashes to see what they might be. Possibilities include friction damage, an infection (such as hpv wart virus), peeling or color changes after inflammation, an allergic reaction, etc...

Requires exam: If you cant get to a local urgent care clinic soon, pl consider calling for a live consult with a picture of the rash that would help. Painful genital ulcers may indicate Herpes in sexually active individuals, which requires some testing and promt treatment. Feel better:)
